Restriction of Sale of Energy-inefficient Incandescent Light Bulbs
Outcome of Public Consultation and Way Forward
>Health Information on Using Energy-efficient Lamps

According to the information provided by the Department of Health, overseas authorities (including the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) of the European Commission (EC), Health Canada, and Health Protection Agency of the United Kingdom) have conducted studies on the UV lights produced by CFLs and the studies revealed that UV levels from CFLs with a distance of 30 cm or above is unlikely to pose significant health risk to the general public. For people who suffer from light sensitive conditions, they have to be cautious about their use of CFLs.

Regarding the blue light emissions by LEDs, according to the report of SCENIHR of the EC, as far as humans are concerned, so far there is no concrete scientific evidence showing that exposure to artificial light (including LEDs) under normal lighting conditions will cause damage to the retina. However, this may induce discomfort to people who suffer from light sensitive conditions. Therefore, they have to be cautious about their use of LEDs, as well as to be aware of the body conditions and consult medical professionals if necessary. Besides, people who suffer from light sensitive conditions have to be very careful about their exposure to sunlight.
